Program Summary

2021 was a busy year for Oregon employers, with frequent COVID-19 related legal and policy changes as well as new employment legislation. In this webinar, attorneys from Ogletree Deakins’ Portland, Oregon, office will provide an overview of the latest changes to Oregon employment law and workplace guidance related to COVID-19.

The last legislative session brought changes to Oregon’s discrimination, leave, and non-compete laws, as well as other workplace laws. The speakers will discuss the developments, cover the latest Oregon Health Authority and Oregon Occupational Safety and Health Division (Oregon OSHA) workplace guidance relating to COVID-19, and provide tips for preparing for the changes.

Paul Cirner advises employers on all aspects of the employer-employee relationship from hire to separation, assisting employers with the daily management of employment issues, and counseling on best practices and compliance. Paul assists employers with developing employee policies and handbooks, classifying employees and contractors, and preparing agreements pertaining to the employment relationship.

Paul also counsels employers on COVID-19 related issues such as vaccination and testing policies, leave and accommodation issues, furloughs, wage and workweek reductions, and WARN, as well as compliance with federal, state, and local reopening guidelines and health and safety requirements.

As a litigator, Paul is skilled at vigorously defending his clients and working with opposing counsel to reach favorable resolutions when warranted. Paul defends employers against claims of discrimination, harassment, and retaliation, as well as wage-and-hour, whistleblower, and leave violations before federal and state courts and administrative agencies.

Paul has also represented employers in tort and contract disputes arising from the employment relationship. Paul is also familiar with the intricacies of New York state labor law and is adept at defending owners and contractors in construction accident litigation involving personal injury.

Rachel graduated cum laude from Lewis & Clark law school, where she was the Lead Article Editor of the Lewis & Clark Law Review and mentor to incoming law students. During law school, Rachel worked in the legal department of Adidas. Rachel also served as an extern to the Honorable Magistrate Stacie F. Beckerman at the U.S. District Court for the District of Oregon.
