Program Summary

This presentation will provide an overview of the psychedelics policy reform movement taking place across the United States. The course will include a primer on how controlled substances, specifically, psychedelics, are regulated under federal, state, and local law, discuss the policy changes that are occurring at the state and local level, as well as offer an update on FDA drug development of psychedelic compounds and the related investment activity arising as a result. At the end of the lecture, participants will understand how psychedelics are currently regulated, the similarities and differences between the legal access models for psilocybin being implemented in Oregon and Colorado, as well as what FDA approval of MDMA and psilocybin could mean for investment and business opportunities in this quickly emerging industry.

Courtney Barnes is an attorney, public speaker, and leading trailblazer in drug policy reform. Ms. Barnes serves as Counsel at Feldman Legal Advisors, a New York-based cannabis, and psychedelics business law firm where she specializes in advising clients on regulatory compliance and risk management in emerging industries.

Courtney also provides a variety of advisory services for the psychedelics ecosystem. She serves as Policy Advisor for the Mind Army, General Counsel for SPORE, and Advisory Board Member of Heroic Hearts Project, among others. She was a lead drafter of Denver’s Psilocybin Decriminalization Initiative (the nation’s first successful voter-initiated psychedelic policy reform ordinance) and has significant experience drafting state and local policy relating to the decriminalization and regulation of cannabis and psychedelics. She is currently licensed to practice law in California, Colorado, and Texas.
