This CLE will discuss the FCC and Congress’ efforts to adopt rules and regulations for calling parties and voice service providers to create accountability and liability for facilitating unlawful and unwanted phone calls and text messages. We will discuss what’s working, what may not be working and what still needs to be done to address America’s #1 nuisance. We will discuss how the FCC is working with the states and industry to crack down on bad actors. We will also discuss steps voice and text service providers are taking to give customers more control and information to determine which calls to answer and prevent potentially illegal calls and texts from reaching consumers. And we will address why some calling parties are not happy with those carrier controls.

Glenn Richards is Pillsbury’s Communications Practice Group leader and has been with the firm for 32 years. Based in Washington, DC, he is a recognized authority on IP communications regulations and telecommunications policies and issues. Glenn represents VoIP and cloud communications service providers, wireless carriers, broadcasters, equipment manufacturers, trade associations and investors in transactional matters and before the FCC and state public utilities commissions. He also negotiates the purchase of communications services on behalf of large corporate customers.
