Mr. Rupy is a recognized expert in the area of robocalls, having established USTelecom’s Industry Traceback Group, testified before the Senate on several occasions, and is frequently interviewed by media outlets on the issue. He was previously Vice President of Policy at USTelecom, where he served for approximately 14 years. Prior to joining USTelecom, Mr. Rupy practiced with the telecommunications group at an Am Law 200 firm in Washington. He also served for six years in the United States Marine Corps, attaining the rank of Captain. Mr. Rupy received his J.D. from American University, and his B.A. from Fordham University

Program Summary

This CLE will discuss the FCC and Congress’ efforts to adopt rules and regulations for calling parties and voice service providers to create accountability and liability for facilitating unlawful and unwanted phone calls and text messages. We will discuss what’s working, what may not be working and what still needs to be done to address America’s #1 nuisance. We will discuss how the FCC is working with the states and industry to crack down on bad actors. We will also discuss steps voice and text service providers are taking to give customers more control and information to determine which calls to answer and prevent potentially illegal calls and texts from reaching consumers. And we will address why some calling parties are not happy with those carrier controls.
