Medicaid, a means-tested public benefit paid out of the general tax revenues, is widely misunderstood. Medicaid pays for medical care for poor Americans and, in limited circumstances, permanent residents, refugees and other people needing emergency treatment. It is also the mainstay of the one-quarter of us who experience disability during the work years and, significantly, of middle- and working-class Americans needing home health and nursing home care. Yet many people wrongfully assume that they cannot qualify for Medicaid, try to qualify in the wrong way or do not know that they can preserve assets for their spouse, minor or disabled child or even to supplement Medicaid benefits. Medicaid 101 is an introduction to some of the over 100 Medicaid programs, administered differently from state to state with complicated rules and changing policies.
