Program Summary

As digital platforms and online services become increasingly central to the lives of children and teens, business needs to be attuned to the shifting regulatory landscape governing the collection and use of data for minors under the age of 18. This program examines legislative and regulatory trends impacting youth data privacy regulation, focusing on updates to the Children’s Online Privacy Protection Act (COPPA) and proposed children’s privacy legislation at the federal level, and the expanding patchwork of comprehensive privacy laws, age-appropriate design codes, and online safety regulations at the state level. The program will also explore recent enforcement actions by federal and state regulators, and how these provide insight into regulatory priorities and compliance risks.

Harsimar Dhanoa is a senior associate in Hogan Lovells’ data, privacy, and cybersecurity practice. He advises businesses on navigating the complex and rapidly changing regulatory environment at the intersection of technology, law, and policy.

Harsimar regularly counsels clients on the impact of proposed digital regulations, including those related to privacy, cybersecurity, social media, and online safety, helping them assess operational risks, engage effectively with policymakers, and develop and implement compliance and regulatory response strategies. Zachary previously served as a Deputy Attorney General with the New Jersey Attorney General’s Office, where he conducted numerous internet privacy and data security investigations.   • A discussion of how to navigate the growing number of regulations at the state level, including stricter rules regarding consent, data use, and targeted advertising, and (in some states) extended protections for minors under the age of 18

  • Highlights of recent enforcement trends and notable cases at both the federal and state levels, which reveal regulatory enforcement priorities, the ways in which regulators are interpreting the law, and the kinds of practices that can lead to significant penalties or settlements

  • A discussion of upcoming changes and new trends, including proposed updates to COPPA, new state and federal legislative efforts, and the growing focus on age-appropriate design and online safety for minors
