The USCIS "registration" regulations are now live. They revive 1940-era criminal statutes that now require some but not all noncitizens to register online, carry and show their registration documents to law enforcement officers, and promptly report changes of business and residential addresses. This timely CLE session will provide answers to your questions about who is already registered, who must register, who is exempt, how do they register and arrange biometrics, report address changes, "show us your papers," and avoid $5,000 fines and misdemeanor penalties.

Ally Bolour | Bolour/Carl Immigration Group, APC
Ally Bolour is an accomplished immigration attorney with deep experience across business and family immigration, asylum and refugee matters, and removal defense. Since his admission to the California Bar in 1996, Ally has helped employers, employees, entertainers, athletes, and individuals navigate complex nonimmigrant and immigrant visa processes.
A proud graduate of Southwestern University School of Law in Los Angeles (J.D., 1996), Ally distinguished himself early, earning Dean’s List honors and awards for excellence in Constitutional Law II and Immigration Law. He further expanded his international legal perspective through the Cornell-Paris Summer Institute at the Université Paris-Sorbonne in 1994. He also holds an M.B.A. (1990) and a B.S. in Business Administration (1984) from California State University, Fresno.
Ally’s commitment to advocacy extends beyond his practice. He has been a dedicated volunteer attorney for the Los Angeles Gay and Lesbian Center since 2000 and previously served with the HIV & AIDS Legal Services Alliance (HALSA) for over a decade. His contributions to the legal and LGBTQ+ communities have earned him numerous honors, including the LA Gay and Lesbian Center’s Outstanding Volunteer Award (2009), the AILA President’s Commendation Award (2016), and multiple Southern California Super Lawyers recognitions (2011–2014).

Charles Kuck | Kuck Baxter Immigration LLC
EDUCATION
Mr. Kuck received his B.A. Degree from Brigham Young University in 1986. He earned his J.D. degree, cum laude, from Arizona State University Law School in 1989. He is admitted to practice law in Georgia, Washington, D.C., and Arizona. He has been admitted to the Bar of the U.S. Supreme Court, nine Federal Circuit Courts of Appeals, and numerous Federal District Courts.
EXPERTISE
Mr. Kuck is the founder and Managing Partner of Kuck Baxter Immigration LLC and oversees its worldwide immigration practice. Mr. Kuck assists international immigrant investors, employers and employees with business and professional visas, labor certifications, immigrant visas, consular representation, and citizenship matters. Mr. Kuck also maintains an active Federal Court practice focusing on immigration issues. He has represented asylum seekers and others in more than 700 trials before the Immigration Courts.
Mr. Kuck’s clients include technology firms, manufacturers, multinational corporations, individual EB-5 investors and entrepreneurs, as well as families, individual immigrants and asylum seekers. He maintains a robust and rewarding pro bono practice and has been an adjunct Professor of Law at Emory University and the University of Georgia for the last 17 years.

Hon. A. Ashley Tabaddor | National Association of Immigration Judges
A. Ashley Tabaddor is a dynamic legal leader with over two decades of distinguished service in immigration law, federal litigation, and executive leadership. She currently serves as Chief Counsel for U.S. Citizenship and Immigration Services (USCIS) at the Department of Homeland Security, a role to which she was appointed by the Biden-Harris Administration. In this capacity, she leads a nationwide legal team of approximately 500 attorneys and staff, providing strategic legal oversight and counsel across complex areas including immigration, labor and employment, procurement, and national security.
Ms. Tabaddor is the architect of the Proactive Litigation Initiative (PLI), a DHS-wide litigation strategy that has enabled the agency to efficiently manage and defend against a dramatic surge in federal litigation—over 11,000 cases in FY24 alone. She also spearheads interagency collaborations with the Departments of Justice, Labor, Health and Human Services, and State, delivering high-impact, cross-cutting legal and policy solutions.
Before her DHS appointment, Ms. Tabaddor served for over 15 years as a federal immigration judge, presiding over one of the nation’s busiest immigration courts. She is recognized for her fair and thorough adjudication in high-stakes asylum and removal proceedings, including those involving detained individuals and vulnerable populations. Prior to her judicial appointment, she held several prominent litigation roles within the Department of Justice, including Assistant U.S. Attorney for the Central District of California and Trial Attorney in the DOJ Civil Division, where she handled complex litigation involving federal agencies and national security.
A respected educator, Ms. Tabaddor has taught at UCLA School of Law, USC Law School, Chapman University, and George Washington University. She has trained newly appointed immigration judges and provided judicial education through the Judicial Council of California.
